[openstreetmap/openstreetmap-website] Useless navbar animation on desktop (Issue #7254)

### How to reproduce the issue?

1. Open https://www.openstreetmap.org
2. Click on History button in navbar

The navbar is showing useless animations. 

p.s. in my opinion this animation is excessive even in the mobile version.
