[openstreetmap/openstreetmap-website] Let the user delete notifications (Issue #7285)

1ec5 created an issue (openstreetmap/openstreetmap-website#7285)

The new Notifications page from #7030 cumulatively lists every notification the user has ever received. This can be overwhelming for some very active users, making it difficult for them to prioritize the notifications they still need to handle amid all the ones they’ve already handled. The page should let the user delete individual notifications that are no longer relevant, similar to what we have for the private message inbox. For convenience, we can also provide an option to delete notifications in bulk.
