Ah, I’m too slow. I posted the rationale in https://github.com/openstreetmap/openstreetmap-website/issues/7123#issuecomment-5133698906. It’s intended to be a first step. Distinguishing between undeleted and unread notifications would be nice, but I think it would be possible to implement it in phases without breaking backwards compatibility.
