[openstreetmap/openstreetmap-website] Provide an API to access user notifications (Issue #6896)

Closing in favor of #7286, which is the bare minimum for clients to be able to inform users about notifications. I don’t think we feel confident about implementing a fuller API until a client comes to use with more concrete needs to inform the design.
