I was going to point out that while I find the sentiment behind this correct (that is stopping people from wasting their time) that it wouldn't work for "my" use case where likely most users bulk upload any notes they added together with any edits the made. and all the effort has already been expended (they could store any non-uploaded ones locally as a band aid but that would require RTFM).

But after some thought I don't believe we should do it this way _at all_: relying on keeping the moderation polygons "secret"* simply doesn't make any sense (even for the anonymous notes case). Particularly when you consider that down the road there are going to moderations zones for all kind of things including for edits. Just add an API call that returns the moderation zones with an indication of what is affected and be done with it.

* I would be surprised if any zone added would get survive 24 hours.
