[openstreetmap/openstreetmap-website] Make GPS traces optional (Issue #7155)

### Problem

OpenGeofiction is a fictional-world mapping platform forked from openstreetmap-website. GPS traces (tracks) make no sense there, since nobody captures GPS tracks on a fictional world. It would be helpful to be able to disable the GPS trace functionality.


### Description

Add a `gps_traces_enabled` boolean setting. It would default to true for full OSM compatibility, but could be set to false to hide and disable the entire GPS traces feature.
