For Mercator tiles indeed (but obviously that applies to *any* Mercator tiles - or even more broadly: Any tiles in any single projected coordinate system).  For OSM-Carto tiles specifically this is covered by

in https://github.com/openstreetmap-carto/openstreetmap-carto/issues/5117 - although the re-sampling is of course not the only reason why you should not attempt to do that.

There is nothing speaking against rendering OSM-Carto in a [general perspective projection](https://en.wikipedia.org/wiki/General_Perspective_projection) of course, though that would require style adjustments for good results.

I am not quite sure if i understand that question.
