[openstreetmap/openstreetmap-website] Load js controller modules only when needed (PR #7147)

I'm talking about things like `const Endpoint` in `index/directions-endpoint.js` which looks like a straightforward global name? Enough that it needs a global comment in `index_modules/directions.js` to keep eslint happy at least?
