[openstreetmap/openstreetmap-website] Load js controller modules only when needed (PR #7147)

I think there's definitely more to do here - for one thing I'd like to move more stuff around so that files that are included into modules are grouped with them instead of modules having to move up the directory tree when including.

That said this is a great start and I don't think there's anything to be gained from more discussion at this point so I think this is good to merge - thanks for all the work on it.
