[openstreetmap/openstreetmap-website] Map zooms out unexpectedly when resolving Note (Issue #7184)

### How to reproduce the issue?

1. click on the note
2. type a comment
3. click `Comment and resolve`
4. notice the screen jumps (zooms out)

a month or so ago I did not experience that problem. 
(I usually use better-osm-org, but I disabled it here and the problem still happens.)
