### How to reproduce the issue?

i constantly get HTTP 503 errors from osm API, which is extremely annoying, but that's already tracked by https://github.com/openstreetmap/OPERATIONS/issues/1338

But there is one case that could be optimised: when you post a note comment, you just get a weird red box, no error message
