I have rebased this PR to take advantage of https://github.com/openstreetmap/openstreetmap-website/pull/7190. Also I had a look and realised I could use `user_thumbnail` instead of complicating `user_image`, so I have changed that.

This has reduced a bit the number of changes but it's still a big PR. Having said that, most of this is the repetitive implementation of each notification type (plus tests), in the commits titled "Implement web notifications for...". Those add 60-200 lines each without being particularly remarkable.
