My current thinking is to not provide anything yet, and instead wait and see which behaviours emerge.

When I talk about emerging behaviours and my own lack of experience with moderation, it's because all this hinges in which sort of adversaries we want to hinder. From conversations with the DWG, I understand that location-dependent spam is common (eg: politically motivated), so moderation zones can make sense there. However they won't work against more generic spam (eg: online scams).

Re: clients that allow bulk publishing of notes. At the risk of assuming too much, I think they will already have a mechanism to fail gracefully. Even without moderation zones, there was already the possibility of a 400 or 500 response. Happy to be corrected on this or any other point.
