[openstreetmap/openstreetmap-website] 503 API errors for note comment are not shown (Issue #7186)

Right. I added that box at https://github.com/openstreetmap/openstreetmap-website/pull/7132, but clearly there's some case I didn't cover. I don't remember how `fetch` behaves when it gets a 503 response, but we should be able to do something about that.

@k-yle - Is this something you could provide a PR for? 🙂
