[openstreetmap/openstreetmap-website] Make traces feature optional via traces_disabled setting (PR #7156)

There are two lines in `settings.yml`, both are commented out, and not required:

```
# Traces/tracks feature - set to true to disable entirely
#traces_disabled: false
```

However, doesn't the settings file really serve as documentation for the available options, without it, wouldn't the setting be undocumented?

Aren't the real, in use and different from default, settings in `settings.local.yml`?
