[openstreetmap/openstreetmap-website] Use Turbo for sidebar panes (PR #6846)

I find this less maintainable, achieving the same thing in a way that is less obvious.

Turbo allows us to load content with no JS, or less JS at least. Loading the sidebar requires JS, let's allow it to do what will be natural to readers.
