I don't entirely understand the different language files, but I believe the test is failing because this entry belongs in `config/ui_languages.yml` instead. See for an example: https://github.com/openstreetmap/openstreetmap-website/pull/6391/changes
Having said that, I don't know why `pr`/`pt-BR` are allowed in both files, and why this file has barely changed since it was first introduced in 2009.
@tomhughes - Would you be able to illuminate?
