[openstreetmap/openstreetmap-website] admin_level in search results sometimes off by one (Issue #6870)

Yes, I checked, see the original message:

No difference in Admin Level but the Search Rank and Address section is different.

I do not immediately see how these Search Rank and Address section differences can explain the difference.
