[openstreetmap/openstreetmap-website] fixes #6873 (PR #6876)

Two immediate things:

* The commit message needs to describe the change, so that developers using `git log` know what it is. "Fixes #6873" is not descriptive enough
* The requirement for GPS uploads to represent real traces and have real timestamps is a fundamental and long-running policy. I very much doubt that we would accept synthetic timestamps.
