[openstreetmap/openstreetmap-website] Missing mailer tests (PR #6885)

Again as part of the work towards https://github.com/openstreetmap/openstreetmap-website/pull/6837, I have added some missing mailer tests.

Also you'll notice a commit that, for consistency:
- renames `test_html_encoding` to `test_message_notification`,
- merges `test_html_layout_is_used` into `test_message_notification`,
- renames `test_gpx_description_tags` to `test_gpx_success_description_tags`,
