[openstreetmap/openstreetmap-website] Use rack by default for system tests (PR #6878)

I've made some changes to this, particularly removing the class-level `driven_by_selenium` and consistently using `js_test` for any tests that need a full browser.

I'm also surprised by the apparent speed-up in CI, it appears to be a more significant increase that I see on my own computer. It's only one run on each though, so take with a pinch of salt.
