[openstreetmap/openstreetmap-website] Deactivating the Notes layer after activating it via "add note" is unintuitive (#867)

Hi, I wanted to bump out this issue. We received a complaint to the board about this interaction.

If the deactivation of the notes visualization mode could be done by clicking on the same button (or close around) the user first clicked to activate it, it would probably be more intuitive.

Maybe the button should be a toggle for the notes view, and when it's on, an extra button could appear to add a note?
