I have just opened two PRs that would solve this in different ways:

This alternative hides the add note button when the note layer is inactive. This would have the problem that users may not find the option to add the note, especially if they are not used to the OSM website. The community has, however, [raised some concerns on anonymous notes](https://community.openstreetmap.org/t/we-dont-need-anonymous-notes/105335), so is it really a problem that adding notes becomes less obvious? We may even see people registering and actually editing OSM data instead of adding notes.

This alternative keeps the add note button at all times, but adds an extra button to hide the note layer, where the user might expect it (just below the button they clicked when adding the note). The con of this option is that a new button would be added, and there would now be two ways to hide the layer. Will the sidebar become too cluttered?
