https://github.com/openstreetmap/openstreetmap-website/pull/6851 just introduced a banner configuration to specify a whitelist of locales to show the banner in. It would be trivial to add also a blacklist configuration of locales NOT to show the banner in. I can open the PR for that if needed.

This question remains unanswered so far. If the answer is yes, these new banner configs would allow to show the image in the specific language only for users who selected that language and show the one in english to everybody else. Would this config satisfy our banner needs?
