[openstreetmap/openstreetmap-website] Page to configure notifications preferences (Issue #6897)

Depends on https://github.com/openstreetmap/openstreetmap-website/pull/6837

After https://github.com/openstreetmap/openstreetmap-website/pull/6837 is merged (hopefully), we can implement a "notifications preferences" page. On it, users can decide whether they should be contacted (currently this is just by email) about some events but not others. Eg: email me when I get a DM, but don't email me about diary comments.

This probably should go under [My Preferences](https://www.openstreetmap.org/preferences).
