[openstreetmap/openstreetmap-website] A new foundation for user notifications (PR #6837)

Originally this PR converted two types of notifications to use Noticed: changeset comments and note comments. I did this only to offer a comparison of the two styles of mailer and their implications. Now that we have chosen a style to follow, I have dropped the conversion of note comments. Only changeset comments are converted.
