[openstreetmap/openstreetmap-website] Optimize user creation illustrations by reusing elements (PR #5894)

This PR only changes 2 of the 5 locations that use header illustrations (`sessions/new` and `users/blocked`, but not `users/new`, `confirmations/confirm` and `accounts/terms`.

This leads to inconsistencies in the way that the images look on the combined "log in/sign up" tabs, i.e. the illustration shows *behind* the tabs on one, but *beside* the tabs on the other.

I think the same change needs to be made for the other locations.
