[openstreetmap/openstreetmap-website] Collect user action item definitions (PR #6914)

As deduced in https://github.com/openstreetmap/openstreetmap-website/pull/6913#discussion_r2958549347, there is additional duplication in the user action item nav list.
This is my stab at resolving this, similar to #6829.
