@tomhughes I'm very sorry, I just realized there is a bug in the release code https://github.com/openstreetmap/iD/commit/0241c7653d4a93692f59b7aa1021242e63a3de72. this prevents iD from starting up properly.

Can you maybe revert back to iD v2.38 until I have prepared the fix?
