[openstreetmap/openstreetmap-website] Send TOTP cookies for all pages with maps (PR #6922)

I could exempt the embed page if we set a referrer-policy of [no-referrer-when-downgrade](https://developer.mozilla.org/en-US/docs/Web/HTTP/Reference/Headers/Referrer-Policy#no-referrer-when-downgrade_2) but it would be better to set the TOTP on it too.
