[openstreetmap/openstreetmap-website] Changeset comment notifications are being queued in the default job queue (Issue #6924)

As I understand it, the split into two jobs is to allow for the multiplicity of `notification_types x recipients`. So a changeset comment could trigger X emails, Y text messages, Z Slack messages, etc. Therefore it's a good idea to make everything a separate background job.

I have played a bit with this and I have a PR at https://github.com/openstreetmap/openstreetmap-website/pull/6930.
