[openstreetmap/openstreetmap-website] Send TOTP cookies for all pages with maps (PR #6922)

It's currently used in a few places - that is one and https://github.com/openstreetmap/chef/blob/de4efb2c4ba0b6026b79b4684f1a836077bc72da/cookbooks/overpass/templates/default/apache.erb#L32-L35 is another.

This is intended to support extending things to tile.openstreetmap.org so that things requesting tiles with a www.openstreetmap.org referer that don't have a valid TOTP cookie can be penalised.
