[openstreetmap/openstreetmap-website] Track Last Login Timestamp for OpenStreetMap.org accounts (Issue #6935)

### Problem

We don't currently store when an account last signed in. It would be useful to track if an account is still in-use.

### Description

Some accounts are only used for umap, community.osm.org, etc and never map or upload data to OSM.org. It would be worthwhile to track the last login-in timestamp.
