[openstreetmap/openstreetmap-website] Have Translatewiki create a PR and wait for CI to pass before automatically merging (Issue #6952)

This has been discussed before, but I don't know that it was followed up.
Translatewiki pushes to master directly. This is to reduce the burden on contributors having to merge more PRs, as well as to ensure that we comply with Translatewiki's own policy that [translations must be integrated at least once every three months](https://translatewiki.net/wiki/Project_activity_requirements).
Unfortunately, these pushes break CI with some frequency. In the first quarter of 2026, I count five times that this has happened ([9 Feb](https://github.com/openstreetmap/openstreetmap-website/commit/25ab67b4aa0576bbc5ca7e5ca79ee9c395215e3e), [16 Feb](https://github.com/openstreetmap/openstreetmap-website/commit/c9f1acdb1186a1a605a51d325105e29bf47a6477), [19 Feb](https://github.com/openstreetmap/openstreetmap-website/commit/4359ef3541482d6b1d34933b3de3ad6a828528b1), [16 Mar](https://github.com/openstreetmap/openstreetmap-website/commit/285b30cbbb971a3d92b027eced4d6d1b83f2280a), [19 Mar](https://github.com/openstreetmap/openstreetmap-website/commit/177962e0a51c93efc745cb0235861f851e203cb2)), out of 25 pushes: 1 out of every 5 times.
When [this was discussed in the past](https://github.com/openstreetmap/openstreetmap-website/issues/2666), @gravitystorm [enquired](https://github.com/openstreetmap/openstreetmap-website/issues/2666#issuecomment-652476036):

And @tomhughes [responded](https://github.com/openstreetmap/openstreetmap-website/issues/2666#issuecomment-652487953):

Which [seemed to be ok for all parts](https://github.com/openstreetmap/openstreetmap-website/issues/2666#issuecomment-729797023), but I haven't seen any new developments. Is this something that can be done?
