I think we can implement what we have (i.e. a zone applies to everything (currently only notes)) and revisit it if moderators need more fine-grained controls in future.
I'd accept that argument more if what we had here applied to all notes, but it doesn't, it only applies to notes by people that aren't logged in.
So are you saying that if we extended it to map edits then it would also have to apply to non-anonymous notes at that point, or that it would to anonymous notes but to all map edits which seems very confusing to me.
