I don't think we really needed a step by step tutorial on what active and hover states are... It would have been more helpful to provide concrete examples of places where you think they could be used effectively.
That said our current philosophy is to use bootstrap and avoid additional custom styling as much as possible, so if bootstrap has made a deliberate decision not to use active and hover states for something we're probably going to need a good case to be made to override that.
