[openstreetmap/openstreetmap-website] Restrict note creation within "Block Zones" (Issue #6567)

I noticed a drop in anonymously reported OSM Notes while looking at my OSM Notes statistics. After some research in the OSM forum, I found this related discussion: https://community.openstreetmap.org/t/fehlermeldungen-notes/76007/65

I then did a small test on the OSM website while logged out, using the browser developer tools. When trying to create/save an anonymous note, the network request fails with the following error:
```
ActiveRecord::StatementInvalid: PG::InsufficientPrivilege: ERROR: permission denied for table moderation_zones
```

@pablobm, are you aware that anonymous note creation may not be working as expected?
