[openstreetmap/openstreetmap-website] Super easy solution to address ambiguity of javascript licensing (For LibreJS users) (Issue #7081)

### Problem

There were two issues before regarding LibreJS incompatibility. The response was that [tagging each script to include its associated license](https://www.gnu.org/software/librejs/manual/html_node/Setting-Your-JavaScript-Free.html) was too impractical. Presumably, automating this process is not easy either, since it's been 5 years since the last issue was opened.

Instead I think it would be a lot simpler to _just have a notice_. When the openstreetmap.org website is loaded without
javascript enabled, there should be a text noting that "all javascript on this site is released under an open source license," as well as a link to the github repository. (Since the website **_never_** loads proprietary javascript, right?)

This way, LibreJS users can trust the site to be safely whitelisted, and you guys don't have to tag every script with a license. Everyone is happy!

If that is too difficult, then tell me and I'll do it and make a pull request.
