[openstreetmap/openstreetmap-website] Bump rubocop-rails from 2.34.3 to 2.35.0 in the rubocop group (PR #7087)

We might want to look at them anyway... Certainly many of our cases that use `.to_i` and the like that https://github.com/rubocop/rubocop-rails/pull/1616 would stop it warning on are not being done to provide a default in our code and using `.expect` would be reasonable.
