[openstreetmap/openstreetmap-website] Install libvips-dev for workflows that load the bundle (9488824)

Well 5fa16f182176f09b68e2ef8b48d206dcf028ac23 was the immediate fix for that but then we had failures here for anything that loads the rails environment, presumably because `ruby-vips` is now loaded preactively by bundler rather than reactively when `image_processing` wants to use it?
