[openstreetmap/openstreetmap-website] Move authentication code to use Devise (Issue #6809)

Are there any specific tasks that maintainers want to flag up here? Particularly if non obvious! (But anything, really). I haven't started looking into this properly yet, but should in the near future so better start getting an idea.
