Because there are multiple rules for `ref:ine` and nothing to allow us to prioritise one over the other we don't use either.

 The full rules are at https://github.com/openstreetmap/openstreetmap-website/blob/caaef96cd569e0599da60c4678eb9af070c50f45/lib/tag2link.rb#L28-L52 but basically one needs to have a rank of `preferred` for us to choose it.
