[openstreetmap/openstreetmap-website] Move privileged details and actions out of user profile header (Issue #7116)

As another data point, on Wikimedia wikis, a privileged user clicks a ℹ️ button next to a temporary account name to reveal [IP info](https://www.mediawiki.org/wiki/Trust_and_Safety_Product/IP_Info#What_the_feature_looks_like_and_who_has_access_to_it) tied to that account. (A click on the ℹ️ adds an entry to the IP reveal log.)
