[openstreetmap/openstreetmap-website] DWG feature request: changes to user blocks (Issue #7362)

### Problem

As proposed by @gravitystorm at SotM and discussed in #osm-dwg on IRC, we'd like to see these changes to user_blocks:

* an additional duration (-1 day?) that runs indefinitely and gets displayed as "until lifted by a moderator" - for blocks that require users to contact us and only then get their block lifted. Use Case: Repeated and unreasonable offenders. 
* when a block is marked as "must_read", the duration should start at the time the message was read (as a "reflection timeout"). Use Case: Corporate mappers that receive their block on Friday evening but only read it on Monday - or Tuesday - or Wednesday ... when they are back at work after the weekend with two holidays. Guessing the correct time until their desk return is probably wrong, 24 hours after them reading the message would probably cause some thinking.
