I agree that the initial message @pablobm proposed in https://github.com/openstreetmap/openstreetmap-website/issues/7276#issue-5012961324 (You cannot leave a note here) would've made it VERY specific to Notes, I had liked to believe that this change did more towards generalizing "you can't do anything here, unless you're signed in"?
