[openstreetmap/openstreetmap-website] Resolve note dialogue lacking (#1908)

I think this one can be closed because the original issue ("Report this note" text is confusing) has been fixed as reported above (text has been moved to a different location and copy has been improved). The other issue deals with the tangential problem of what "Resolve" means, which is discussed here but is different.
