In general, the interface for expiry time of user blocks and moderation zones (it's the same) should change as I think it's very confusing. Among other things, you can only select a duration and not an absolute time&date.
For example:
1. Moderator creates a block, set for 1 week, ending on 7 September.
2. Two days later, this block is edited, but it can only be set to the preset periods (1 week, 2 weeks, etc), so the 7 September will move to a new date based on what's available.
For comparison, the Wikimedia interface for this sort of thing allows both periods and absolute date&time. If a period is selected, the next time that the page is visited the expiry will be shown as an absolute date&time, based on the initial period.
