[openstreetmap/openstreetmap-website] Add a page to change legacy trace visibility in bulk (PR #7368)

I deployed the changes to https://traces-legacy-visibility.rub21.com/. I used a test database with over 1,000 traces, so I tried changing a few of the legacy ones, here is how it looks:
