[openstreetmap/openstreetmap-website] Serve only trackable and identifiable points and add cursor pagination to the trackpoints API (PR #7322)

I ran a simulation of how a client would use the cursor, against my test server - API https://trackpoints-api.rub21.com/api/0.6/trackpoints  (this branch, with a sample of prod traces, 8M points). The script follows the Link header until the last page, like JOSM does with page.

e.g:  Bbox 4.85,52.33,4.95,52.40 (Amsterdam), the densest area in my database, 1,217 traces.  - Logs  https://gist.github.com/Rub21/fb19e23487159ce0b2352853d9f530c8
