[Rebuild] Progress indication?

Disclaimer: I am not officially involved in any regard, I have just
contributed a few tests towards the rebuild bot and have been
following progress in the github repo at
https://github.com/zerebubuth/openstreetmap-license-change

The change bot software seems to be generally feature complete, as it
can handle the majority of common and uncommon situations. Of the
current test suite of 197 tests, there are currently 37 failures
although most of these are from a dataset of automatically created
tests and as such probably only represent 1 or 2 unique situations
that need to be fixed.

Some of the situations that need to be handled are quite subtle, and
so the logic is taking time to fine-tune.
